Art. 1. And Whereas the more advantageous
the condition of a Friendly Guardian is capable
of being rendered, the better chance the [...]
of a Penitentiary man will have of finding a
fit person to take upon him such a charge
Be it enacted that the powers of a Master
shall devolve of course upon such Bondsman Guardian
in the same manner as they devo would have devolved
upon the Governor in the event of the
said quondam Prisoners having engaged in the
Metasylum.

Art 2. And Whereas to forasmuch as the powers aforesaid are
therein being designed for the benefit of the person
at the expense of above liberty they are created, and
forasmuch as no greater extent might in that view to be given to them
than such as he himself finds it convenient necessary
to all, Be it enacted that the said powers
or any part thereof may by Deed of Release
or License, under the name of an Emancipatory
Release or License, executed as well by the Ward
a by the Guardian, be at any time remitted.
