And Whereas the practice of exchange the late imprinting
permanent marks on the body hath been
and still is prevalent among divers nations, And
Whereas in particular
more especial in particular among Sea-faring men as well officers and as privates of this and other countries and as well
in the public as in private service or the

of devotion or ornament or for the sake of recognition
for a man to spontaneously to imprint on their his
bodies body in permanent characters their his names or
other marks at pleasure, And whereas the same
practice if applied custom usage if practised could with caution and with dire
regard to the feelings of individuals and to the opinions
and circumstances of the different descriptions
of mankind might be made subservient to divers
useful purposes Accordingly for the prevention
of escapes as for the on the part of Penitentiary
Prisoners for the lessening the necessity of
the use of irons and of other measures of rigor severity for
that purpose, for the prevention of Post-liberation
Offences and for Offences on the part of quondam Penitentiary Prisoners, for the more certain and speedy
payment of the indemnification-money for injuries
or for such as should for any such as may chance
notwithstanding to be to have been committed notwithstanding⊞ ⊞ on the part of quondam Penitentiary Prisoner ⊞ for saving innocent persons never having been such Prisoner in general from being molested for offences of which some such Prisoner or Prisoners and he or they only may stand alone suspected</note> for
