Art. 2. Any such identification mark, or any part
thereof, should it the same either by design or accident be
altered or be away defaced, may at any time, by order
of the Governor be restored, and that either on the
same or from part as destroyed any other proper part, as circumstances
may require.

at Common Law be deemed guilty of felony and be
committed to the Penitentiary House for not more than
three years nor less than one year.
