Sect. XI intitled Escapes.

Art. 1. And whereas the more evident it is that
any particular species of punishment is the object of
apprehension the surer it is of being efficacious
if known, and whereas
if present to the imagination, mind and whereas the
closer the analogy is bears to the imagination offence
the greater the chance it has of being present
to the mind.

Art. 1. And Whereas no punishment can be so certain at of being an formidable the object of apprehension terror to an offender who meditates escape from any place of punishment, as or so likely to fix itself in his mind, as a prolongation of the same punishment in the same place
And whereas the reducing the
punishment of an offence unconsummated
in comparison of that of the same offence consummated
may sometimes serve in case of hesitation
serve to check turn the scale, and stop the progress of the offender
in the career of guilt, Be it enacted
that for escapes from the said Penitentiary-House
and for offences relative thereto, the
