And forasmuch as by means of the identification
mark above mentioned a certain criterion
is afforded in virtue whereof no person
who shall not have been a felon convict and as such committed
as such to the said Penitentiary House,
can ever be arrested and detained on suspicion
of so being be convicted without his own wilful
obstinacy and default Be it enacted that
any person who suspects another of being either a
fugitive from the Penitentiary House, a deserter
from the service of a Friendly Bondsman Guardian or
the Metasylum, or a quondam Penitentiary
Prisoner after whom search is making person
