And whereas the ranking of an offence
of sufficient under the denomination
of felony, is, (under the present state of the law in respect to the effectuation of
attended with divers advantage beneficial consequence in respect of
the mode of procedure thereuntoprovided for appertaining
to offences so denominated to that divers essential objects of procedure, ⊞ ⊞ attended with divers beneficial consequences, and in particular in respect
to previous the collection of the investigation and securing of evidence by preparatory
examination, the securing the and the securing the appearance production of the body of the suspected person or justice and the effectuation of
other persons of to the great benefit
