a specification of the items or other points to
be contested, in such manner that the Governor may shall have
had sufficient time and information accessible sufficient to enable him to support the same.

In every such quarterly account due allowance
shall be made for any increase or diminution
that may have in the course of such
quarter may have taken place in the number
of the members of such family to be provided
for or or in the quantum of their respective exigence:
such as for instance the death of a birth of
a child, the death of any child or the Mother,
the arrival of any child at a period when such
child is able to maintain itself: the sickness of
the Mother or of any chargeable child, and
the like: and the events or other matters of fact
from whence any such charge variation in the quantum charge
of the burthen shall have resulted, shall be on the part of the #
