the said act no explanation is given is given of the difference

been so fully altogether accomplished as might be wished

And whereas by forasmuch as under the reason that as the Law at the same Law now stands no person being party in any cause can in general without a suit in Equity be which was the thereof may question examined in relation to the thereto great expenses are sometimes incurred and substantial justice either wholly defeated or delayed by reason that some paper of which no doubts but that the same is of the hand writing of a certain person, cannot although such person be actually present in Court be so proved to be, or by reason that some paper of the existence of whereof no one entertains a doubt happens by some accident not to be forthcoming at the time
Accordingly for the reduction
of sai expense, for the prevention of false allegations
and anti-consistent as well of disingenuous and vexatious practice as and
in relation to the premises and for the more effectually
and expeditiously coming at the truth
and merits of each case be
it enacted, as following practice in respect to
being letters in other address in respect whereof
any part interested or his Agent shall have declared
upon oath either viva voce upon or by affida sufficient affidavit
that he believes the same was in the usual on on about a certain day
manner put into the Post to wit either the General or the Penny Post, shall primâ facie be
deemed to have been received, and that according to
the usual course of the said Post
all causes other than consensual penal carried on by
under or by virtue of this Act, as follows, viz:
