such correspondence that will in every instance require
either on one or both sides to be carried on by persons who desire
no benefit nor convenience therefrom. And be
And whereas the postage would if were the same
to be paid by the Clerks of the Court holding Plea of Felony the County Magistrates and other persons corresponding would as
in every instance be operate on one or both sides as a
pecuniary burthen and that in some instances
a very heavy one in addition to a new and troublesome
duty And whereas under such circumstances discouragements
the such duty might be performed hastily or
imperfectly or not at all And whereas
such correspondence being altogether new and
created by this Act might be exempted from
postage without any defalcation from the Revenue
Be it enacted that every packet that of a sheet or part of a sheet
weight not greater than is allowed to be franked by of paper or parchment of a
Members of Parliament and being relative solely
to the public business of the said Penitentiary
House and as such left open unsealed and open
so as to be legible to a by any body and marked
on the outside as hereinafter mentioned being
sent as Post from the said Penitentiary House either by
the the General or the Penury Post Post shall be delivered
free of postage.†

In virtue of two successive Acts made on purpose [22 Geo.3.Ch.70. and 23 Geo:3.ch.69.] the comptrollers of Army Accounts as well as the Adjutant General, and the Commander in Chief and his Secretary receive Letters and Packets without any such restrictions.
