in whatever blank Forms the said Governor shall
for any of the said purposes and furnish as aforesaid
he is hereby directed and required to insert
a proper and sufficient memorandum informing the
giving to the persons respectively concerned informa
sufficient notice and information of the said channel hereby
provided as aforesaid

Art. 28. If any communication which under this Act may be made
through the medium of either the General or the Penury Post as aforesaid be
made by Special Messenger or in any other manner in which the same
shall be attended with expence, such expence shall not be allowed in
costs: to wit neither between party and party, nor between Client & Attorney. Art. 29
