Sect. XV intitled Personal Clauses.

Art. 1. And whereas in the view of contributing as
far as may be to the improvement of the construction
and management of Prisons the said Jeremy
Bentham with the allowance of the said Samuel Bentham hath without fee or reward at divers
times without fee or reward as well of
his own motion as at the request of divers persons
communicated his the said invention of a Panopticon
together with Books and graphical Plans explanatory
thereof, which said invention hath already
accordingly in divers instances been already in full divers respects adopted
and carried into execution And Whereas the
building proposed to be built erected by the said inventor Jeremy
Bentham
in pursuance of this Act is intended to serve
as an experiment and to afford to the public a
practical demonstration or indicatin of the most
economical and advantageous mode of constructing
a prisons, manufactories or other edifices upon
the said principle And whereas from the nature of the said invention experiments calculated for the exhibiting and improving the result thereof could not as in the instance case of other inventions of a mechanical nature be made without exposing the same to the view and knowledge of the public at large, and in particular of every person who in the case of success might become desirous of practising or imitating the same much less could such experiments within any moderate time or at an expense within the compass of any moderate fortune be multiplied and varied. And Whereas the said invention
might be exposed to suffer as well in reputation as in effect
for want of particular instructions adapted from
the inventor adapted to the several cases and
purposes and cases to which the same may be
applicable capable
