Art. 3. And whereas by a Statute of the twenty-second
Year of his present Majesty Chapter the forty-fifth
after reciting that the same was enacted for further
securing the Freedom and Independence of Parliament
it is amongst other things arranged provided that after the time therein mentioned
no person any person who should shall enjoy execute
any Contract agreement entered into with, or execute hold any Commissioner under, any person or persons whatsoever
for or in on account of the public service should shall
during the time he should be incapable of being elected
or of sitting and or voting as a Member of the House
of Commons during the time that he shall execute
such agreement or hold such Commission And
Wheres the true intent and meaning thereof was to
act to exclude from the said House such persons
only who by reason of some Contract or Commission
of a mercantile nature subsisting for some short
acce entered into or Commission of a mercantile
nature accepted for some sort time or limited time only or determinable
at pleasure might be have placed themselves
in a state of dependence upon the servants
or advisors of the Crown and was not intended not
any such persons as might have accepted an
office for life term of life or good behaviour
although the possession thereof might have commenced
in virtue of a contract And whereas
