In the case of the accounts of a governments (exceptions
excepted) no employment is there for the technical
language: why? because gov of these accounts
money constitutes is the only subject matter: nothing has
it to do with goods: and it is only in in so far as the mention
is made of goods, that the fictions are employed by which such a
cloud of obscurity were accounts kept in the method
by in which the practice of double entry is employed. has place.

This being the case, if whereas if, and as often as without
intimation given of this destination, the employment
given to the Double Entry system, is spoken of in
terms of either approbation or of disapprobation, the
tendency of such language is to lead to erroneous
practice.. If, in the government accounts in question the
method is not employed, the government loses the benefit
of the security it is capable of affording in the nature of it to afford against loss
by against loss by peculation on the part
of its functionaries: on the other hand if, wherein and as often
as it is employed in the case where goods given transferred
in exchange for goods constitute part of the subject matter
of, and if in the taking and keeping account of its their transactions
