The hardship thus produced can scarcely ever
have been the result of a direct intention of on
the part of the government: it is an evil that
no one attempts to defend, and yet while it is
lamented no remedy universally prevalent
and almost as universally lamented, no remedy
caught in a very small number of cases has
been ever applied to it. Reg Regard theSaving of expence

as such it scarcely operates at all upon the

most in need of punishment. It is evidently
not so much inflicted as admitted through the
inattention or supposed inability of gver government
to exclude it: the great and only objection to the
concluding it being the expence of the arrangements
that it would require thus be called for necessary to the accomplishment of that prospect
The advantage then such as it is that it has
to recommend it must be referred to the head
of frugality: it costs less to crowd a multitude
of people together in one room than to provide
for them separate apartments, in which they
might be kept altogether precluded from intercourse
with each other or be distrib distributed
classes more or less numerous mo accordingly to the
nature of their respective offences & the symptoms of reformation betrayed.
