7 General Scheme Imprisonment of Punishment proposed.
Ins:

In the Black Prison As pair of Skeletons one of each side of the gate
(Qn whether the inner or outer gate) the one
with the number garment of a man; the other
with that of a woman. They should be screened
by a close grating to secure them from external
injuries.

Three Prisons. Black, Grey and White. The House
of Confinement for Debtors to be called the Security
House.

Music previous to Execution. Dead Marching , or other
are the most gloomy that can be found, Wind Music as being portable.
Let the offences be distinguished into three classes
according to the three prisons. Offences of the
highest class may be termed Capital or First-rate Felonies;
those of the 2d, Simple or second-rate Felonies: those of the
third lowest Misdemeanors. These denominations are
not calculated to express any thing of the nature
of the offence; they only serve to characterize
the quantity and quality of the punishment.

In Second-rate Felonies and Misdemeanors, where
after being punished the offender is returned into
society, the it is of importance to tighten as much
as possible the load of infamy [that presses him]
infamy he has been made to bear. The business is to render
infamous not the offender but the offence. The punishment
undergone, upon the presumption of his being
reclaimed
