General scheme of Punishment proposed.

The business is then for with
a view to the ends one of the two ends of punishment
the sake of general example prevention to render the
offence infamous, and at the same time for the
view to the other less important end of punishment, reform
sake of the reformation to

sake of reformation to spare the shame of the offender aa much as
possible. How then to reconcile those views which
like these appear at first one
These two purposes appear at first
to be opposite repugnant: how then reconcile them can they be reconciled? The
is not so
difficulty perhaps is not so great
as it if at first appears. Let the offender be
made
which produced for the purpose of punishment
be made to wear a mast; with such other contrivances
upon occasion as may serve to conceal
any peculiarities distinguishing characteristics of person. This contrivance will
have a farther good effect in point of exemplarity.

Without adding any thing to the force of the real punishment,
servings on the contrary serving even to
diminish it, it will promises to add considerably to the force
of the apparent. The masks may be made more
or less tragical in proportion to the enormity of
the crimes of those who wear them. The air of mystery
which such a contrivance will throw over upon the
scene, will contribute in a great degree to fix the
attention by the curiosity it will excite & the terror attention it
will inspire.
