prominent merit as an objection - the unremitted
inspection. To their imagination it presented itself as
a restraint more terrible than the most revolting
tyranny: an establishment of this description was
regarded by then as a prototype of Hell. It could
not certainly to men of their By then men of delicate
sensibility it had doubtless been forgotten; that under
the present system of imprisonment, where the
prisoners are without any selection crowded together
& have no peace either by night or by day. Under the
system of unremitted inspection how different would
be their condition! Wherever adopted it would be
the off nomeans of introducing tranquillity & of removing all
unnecessary coercion restraint, of dispensing with shackles
and dungeons, of facilitating the classification of the
Prisoners, of preventing quarrels tumults & broils
(which are now such perpetual Sources of vexation)
of protecting the gaoler prisoners against the caprices
of gaolers and the brutality of their companions,
of saving them from the cruel neglect to which they
are now so perpetually subject, by affording
by a direct appeal to the authority of the governor.
What a multitude of substantial benefits are they
realized! But this is not the mode in which fantastic
sensibility calculates.
Let us suppose a Prison upon the plan to be
established and then observe in what way it will
contribute to the fulfilment of the several Ends
of punishment.
