Sinecures
Fitness – the sort of fitness in question is a relative
quality – relation being had is a quality relative in a
double point of view respect – relative relative in relation
to the duties of the office, as well as in relation to
other persons considered as capable of being charged
with the same duties.
Not only are the qualifications of persons exposed
to change, but he business of offices is liable to change
likewise. For the business of the office as it stood at the time of the proposed grant, the proposed grantee
of the reversion was is compleatly fit at the time of such
proposed grant, he is no less so even at the time of the vacancy
he is no less so. Good Be it so: but in the meantime
the business of the office has undergone a change: a
change in quantity, or a change in quality, or both:
there is more of it to do now than there was then,
there is business to do of a sort for in which has had for want of
he has had no experience: the business is
become too much for him or strange to him, or both,
and to which whatever be the cause, his relative
fitness relation being had to the nature and quantity
of the business that now comes to be done may be
in any degree departed from him.
