As to the opinion which a pretty attentive consideration
of the matter has impressed in my view mind, I shall venture to it will
deliver it with as much decision in this subject, as
on any one of those already mentioned. But as to the
grounds of it instead of being developed as in these other cases, will here be
simply indicated.
Not that of these indications compressed as they are in
the extreme will the amplitude will be found less extensive
than those observations may be seen to be in general
which by the two committees in question appears to
have bebeen destined to act operate in the character of reasons.
But to different situations positions different modes of reasoning
seem adapted.
In a situation cloathed with authority, authority
generally is in profession either of of excluding
Reason altogether or at least of keeping her in the back
ground. Opinion declarative of opinion is regarded as
the one thing needful and the only thing which in strictness
can be said to be so. Reasons if vouchsafed to be given at all
are considered as given rather ex gratia than de jure.

need of them: and when any thing in this way is
vouchsafed to be given any the slightest allusion intimation seems
to be regarded as sufficient.
Of the work of Gibbon it has been aptly and happily said
that it is not history but allusion to history. In like manner
of the works of Parliamentary Committees in general, at least of
such Committees works on Finance as have just been passing under review
that reasons become allusion to reasons in their hands.
