"that The appointment of fit and sufficient persons to
"hold Offices, is less likely to be regarded when it is to
"take effect at a distant and uncertain period, than
"where a certain notoriety attaches upon the manner
"in which each vacancy is filled."
Of this observation the meaning is (if I understand
it right) that the meaning is as follows
When Suppose an person office. In the case instance of
a person on whom it is proposed to confer an office
suppose in relation to the business of that office, a degree
of unfitness so extrinsic that it would be immediately
manifest and notorious to all in who had occasion to be whom any it fill to
acquainted with the manner in which the business ofhave any acquaintance
that office was conducted: if immediately upon his
recovery his appointment the business of the office were
to be entered upon by him, the association connection between the
circumstances of his appointment the fact of his unfitness as their
manifested and the circumstances of his under which he was appointed
and a viz the person on whose recommendation the nature sort of relation
he stood in to that person such his patron x. would be approvedstriking
and unpive: and that perhaps or such a degree
as by fear apprehension of the pate attached that might attach itself to such a breach of public trust
as to deter from venturing on such a recommendation
a person who in other respects would have been inclined
to it.
