Sinecures

2. In the second class may be ranged placed all such Sinecures,
the emolument of which is not a fixed of which the quantity of emolument is not fixed
but more or less variable uncertain fluctuating: variable however in such
a manner that the quantum of it does not depend upon the any act
on the part of the Sinecurist: it depends not on any
act exertion of his either to give encrease to it or to preserve
it from decrease.

To the bad effects properties which are belong in common to this variable fluctuating second
species with the former fixt, invariable one as above, this fluctuating sort
adds the being in respect of its such fluctuation so much the
less fit more unfit for the various several purposes for which sinecures in general
have been spoken of as they if they were fit:
of which purposes further on.
