Sinecures
3. To the third class may be referred all such Sinecures
the of the emolument of which the amount enhanceable is not
only susceptible of variation fluctuation but capable of being
by the influence of by exertions in the Sinecurist himself encreased or protected
against decrease.
If in proportion as this emolument were thus encreased
or protected against decrease, the aggregate prosperity of the community
that is the aggregate happiness comfort of the individuals
composing it received a correspondent protection or encrease
such variability would not be it is evident be to
be numbered among the mischievous properties of the sort
of thing in question, but on the contrary set down
on the other side of the account in the character of
a beneficial one.
Unfortunately this favourable supposition is a one
supposition which in no instance can be shewn to
be verified. On the contrary in every case many instances perhaps in all in every the instances in which
a sinecur the emolument of a sinecure is liable by
the instrumentality or influence of the sinecurist to receive encrease or to be stand protected
against decrease, it is because some community a public
some most grievous and most extensive calamity
is the source from which the instrument flows, and
from the encrease and preservation of which the amount of the emolument thus received
its encrease or protection against decrease.
