Sinecures
Between class the first, the class composed of fixt sinecures
of fixt emolument on the one hand, and classes two and three composed
of variable Sinecures of variable emolument on
the other the law ground of distribution is plain clear and
manifest to every eye.
Between class two and class three, both
of them sinecures of variable emolument the ground
of distinction is unfortunately not equally by a good deal
so manifest. Nor that in the description of the characteristic essential difference
there be any thing ambiguous or obscure, but that
in the instance respect of this or that Sinecure individually
taken it may not in every instance be easy
to determine see to which of the two descriptions it
belongs: for in the encreasing swelling or protecting against
decrease the quantity of emolument attached to his
Sinecure what is but too apt to happen is that the
howsoever real and efficient the influence which the sinecurist exerts, exerted by the
Sinecurist by the hand or perhaps by the mere situation of
the Sinecurist may not be easily if at all
discernible.
