§. Use of the principle of classification here employed: – unavoidable
imperfections in the application of it.

Classes I and II. Of The distinction between these two classes
the importance is not inc inconsiderable indeed in comparison
of that of between these two classes on the one
part and Class III and IV on the other.

In regard to Class IV, in many instances neither is the matter of existence of the fact
viz. the variability, as which the title of each article to be admitted admittance into
this class depends, capable of being correctly ascertained,
at least from such documents as have already as yet
been brought to view light.

Even where the variability is out of doubt, still
the degree of it is a circumstance in which, in the case of each article the importance
of the distinction will of course depend.

As to the quantum neat amounts: being liable to vary from
year to year it is not more than what has place
in regard to at landed property in general, as well
as in regards to property in most other shapes.

all this is true. But on this occasion as in others it sho
what should never be lost sight of is – that the comparison
is between the profit of increase pro afforded yielded by a Sinecure office on the one hand
and that afforded by a pension on the other: and
in the article property of variability or invariability, be
the variability ever so slight, still in proportion as
it had has place, the form of a pension will be seen to have the advantage,
to be in this respect no more than upon a par only with a pension, is
so far as concerns this property is concerned the utmost
degree of convenience propriety which in any instance can be
possessed by an allowance bearing the form of a sinecure.
