In regard to variability, another observation obvious
enough is, that the course which in general it may
be seen to have taken and to be taking is that of encrease
alone: encrease alone and not decrease: and that
in so far as this alone is the course it takes, all idea
of inconvenience so far is out of the question, at
any rate so far as concerns the interest of the individual
concerned – viz. the sinecurist.
True: but neither in this case the mischief is the
variability altogether pure from inconvenience: though
in this case the party affected is the public people at large, for whom
on these occasions nobody ever feels.
The variation that takes place is it on
the side of decrease? the Sinecure is comparatively
improper as affecting the individual with a sense
of loss with which in the case of a pension he
would not have been affected.
Is it on the side of encrease? Then it is
that which is were given, and at the expence of the public
is more than he by whom it was given, at least
supposing him to have had a proper regard for the
public interest, would have thought it fit to give.
