As to this point one general observation will serve present
the clue,
instead of many. Be As to the department in question
be it a department of receipt or a dependant department
of expenditure, the quantity of money flowing
through it will naturally be encreased by receive encrease from war,
decreased by peace: if then so it be that the emolument of the
Sinecurist rises and falls keeps in any proportion with
the quantity of money that passes through the department
then so it is that in whatsoever be the difference
acts the that acts both in the character both of a reward a and
or that of a punishment, acts as well upon the bosom of the incumbent
of this benefice in respect of his present in possession interest, as
upon that of the patron of the same benefice, in respect of
his interest in expectancy – in such manner as to
bespeak direct such exertions as they are respective masters
of to the objection object of giving continuance to war as long as possible if already
in existence, so if not giving birth to it as speedily
as possible.
