Sinecures
Before Under the head of mischief before we
to the mischief resulting from produced by sinecures of the
different sorts specifically or individually considered
notice requires to be taken of the inaptitude and
consequent mischievousness of of he list of sinecures
taken in the aggregate – the Sinecure fund as it
may be called compared with the Pension fund.
Turning to the pension fund we shall find this
convenient property belonging to it, viz. that for whatever
good purpose, reward is any other than reward money
in the character of the matter of reward may on
any each occasion happen to be needed in demand, there it is in
readiness: there it is ready to be carved out in whatsoever
quantity and absolute and relative proportion may by competent men
thereby be deemed competent apposite suitable to the case. And this
being the case, what is plain is that the pension fund,
is being of itself sufficient for every good purpose can never
stand in need of any auxiliary, nor in particular of
any such auxiliary as the Sinecure fund.
