Sinecures
First purports perpetuity – three
1. ready for remuneration
2. Frequently ready for waste.
Coming now to the several species separately considered
let us begin with that one of the three species which
is least inapt and mischievous, and of which will be seen to be exemplified the mischief it exemplified
is in the case of the several other species exemplified, and
the peculiar mischief of each being so much superadded superstructed
upon to that general and common ground.
First property, perpetuity. Of this property profusion,
waste of public money is a waste
which in the case of which were the pension fund the only
fund drawn upon, would not have place, is the a certain
consequence and perpetual concomitant of it. Were
the pension fund the only fund capable of being drawn
upon, no pension would ever in any case be given away
but when and as the demand when the an exigency real or at least supposed
at least calling for the bestowing an on annuity the individual in
question an annuity to that amount, happened to have come
into existence taken place.
But in every the instance of each sinecure office the advisors of the
Crown possess a string, a perpetual succession chain of pensions
so strung together that as often as one ceases
another to the same amount takes its place, and
must be given away – must be given to somebody,
whether there be or be not any person within view
who either has done or can be so much as said to have
done anything by which he has rendered himself deserving
of it. Deserving of it? did I say – but not to insist upon
good desert – say still more generally let us take the utmost latitude
and say still more generally, in whom if bestowed
it would be bestowed to any public use.
