3. Third mischief, falshood: falshood of the pretences
which accompany the collation the acceptances and the keeping
of it.

From this primary mischief will be seen flowing result
four secondary mischiefs, all of which will be seen flowing
from it: viz. 1 promotion of insincerity on the part of
various descriptions public men in various situations:
2. degradation of the character of public men in other
ways: 3. relaxation of official discipline: 4. destruction
of public principle – of public principle on both
situations stations, viz. as will of those who of whom it is has been said
that they have nothing to do with the laws, as of those
of whom it may be seen that they have nothing to do
with the laws but to make them, without adding to
the trouble of making them labour of creation, the still more painful irksome labour greater trouble of obedience.
