§. 6.2. Sinecures raise the price of real services

When ill bestowed reward emolument is given in such excess, excess
in this way line begets the a demand a necessity need, real, or supposed, or
alledged at least, for what would otherwise be have been excess in the
allowance made for the purchase remuneration of real services. This is of the cases of the vast allowance made given in England under English law with as
in so many shapes to Judges: an allowance so much exceeding anything
that is to be found – given for such services in Scotland or anywhere
else – even in Scotland under the same empire. So much
is got by him who is has shown himself in a preeminent degree most expert at the indiscriminate
defence of right and wrong, that to engage him to
give up his best customer and apply the whole of his
force in defence the furtherance of justice, you must shake take
care that at least he shall be no loser by the change sacrifice.
If not, he thanks you for your good opinion of him, but
he is better off as he is.

And thus it is that the very existence of sinecures the sinecure list
which by the whole amount of it is all the whole of it in excess, draws after
it a still vaster mass of excess in the shape of pensions and in
salaries.

As it is in that line, so is it in other lines. To
engage or fix a man in any line of useful service, you
must buy him off from such rival pursuits as are less useful
useless or pernicious: in particular, you must buy him off from the pursuit of sinecures: to
what would be have been sufficient were had there been no such
things as sinecures, you must add whatever it is whatsoever it be the
addition of which has to this purpose been rendered necessary by sinecures.
