Sinecures
When armed and with the aid force and support of either
or both of the two species of sanction sorts of sanctions punitive and
remunerative on which depends the efficacy of every thing that
bears the name of law, a law is made having
for example the for its object no matter what beneficial result for its object for example
maintenance of peace or maintenance of justice, on
what is it that the success and efficiency of such
a law depends but on the degree of success which has
attended on the endeavours which it has used to expedient means which it has set to work for
bring in the instance of every person on whom the individual in whose conduct
efficiency of it depends, to bring his interest into
a coincidence with whatsoever it has thus
under its duty? This coincidence is it compleat?
the efficiency of the law is compleat. Does it in any
instance, does it in any degree fail, of being compleat?
So much as this necessary coincidence fail of being having been
rendered compleat, so much does the success of the
law fail of being compleat.
