Refined for execution to the extraordinary tribunal, –
to the Judicatory composed of the House of Lords –
it would depend upon a great part of the same contingencies
on which it has just been stated as depending
in the inferior place – with the addition of those
other contingencies – of that unfathomable abyss list of
ulterior contingencies on to which the execution given to the laws
in that supreme judicatory is so much more perceptibly
felt the influence of which in that supreme
judicatory is so sensibly felt and so universally
felt while acknowledged.

In a word, the supposed article of written law would,
if it were realized, be of the number of those laws
which require need to be executed, and the efficiency of which
depends upon the degree of execution given to them.

But the article of unwritten law – the actually
established and actually operating article of unwritten law by
which this same "great character" is in his high situation,
and under the power above mentioned penalty of
£38,000 taxable on his brother or on himself in the
case may be prohibited from suffering peace to be the world to be
at peace
made on any terms is of the number of those
supremely efficient laws of which the description is so much oftener heard
than the nature is clearly and accurately understood.
I mean those laws which execute themselves: it is
of to use another phrase which men in power are so
ready to give themselves the credit of to utter and so backward to apply – so ready to
give themselves the credit of and so unable or so unwillingly to give
us the benefit of – it is that sort of law which supposing it
a man's duty to ward off the calamity of peace would with such his duty bring his interest into a state of exact coincidence.
