Sinecures
The ne plus ultra of the skill of the legislator
(and how rarely the mask is attained let the state of the law and
of society under the law in all action bear witness)
consists in the bringing of the performance of duty
on the part of the several individuals on whose part
obedience is looked for, to a that state of certainty of which
by which laws of the description in question, laws which
execute themselves and by them alone it is capable of
being brought: in a word ⊞1 ⊞1 if perpetual war be the object in the bringing of
perpetual war to that degree of certainty to which
in the case of Mr Spencer Percival it would be found belong
the extraordinary virtue of Mr Percival⊞2 ⊞2 if universal injustice the general prevalence of injustice be the object: to the
of profit yielding injustice in the shape of factitious delay
vexation and expence with denial sale of justice to those
who have wherewithal to purchase it and decrease of justice
to those who have not
to that degree of certainty and quantity to which barring but for
the extraordinary virtue of Lord Ellenborough it wont be
brought under the authority and auspices of Lord Ellenborough
