King George with pains and penalties at the end
of his sceptre, and at the same time with money in
his hand orders and encourages his cruizers to let
no stop no occasion of capturing those of the enemy.
But the to this order with pecuniary penalties in their hand the Junta, of their own authority,
and though not for, yet to, their own benefit, have
applied certain limitations and exceptions.

Unfortunately for commerce and security in 1. in the nature of King's
orders in so far as they aim at being coercive compulsory
there is in the nature of the case something with presents their being so in
reality: for you cannot punish a man for the not
doing what it is not in his power to do: and so that where
its being in it his power the thing needful is so
circumstanced that without reproach to himself in
either case its being in his power depends altogether upon his
choice, all means of working upon him by dent fear of
punishment are without effect.

There remains the matter of reward issuing from the
same high source. But unfortunately the a man's
receipt of this reward depends upon the Junta: and
cases there are and those to no inconsiderable extent
in which the reward sum of money held out by the King royal hand finds
itself encountered by a still larger sum of money
acting in the opposite direction – a penalty, and
that to a superior amount imposed attached to that same act course of action
to which the so proffered remuneration is attached.
