The case of the inferior ranks that is of the great mass of
the people, in their quality of litigants suitors and would be litigants
in respect of the need they have of the protection of the
law in civil cases – state of of the outlawry to sweeping in which they have stand
been placed by the mass of factitious delay vexation
and expence produced by the fee-gathering system, in conjunction
with the ill-placed ill-applied misdirected exertion of the tax gatherer was
of so far as concerns the part taken share contributed in it by the tax
gatherer first brought to placed under the public view by Mr Bentham in his
abovementioned Protest against Law Taxes published in 1796. In that
short but clear as well as energetic representation the not
only merely the calamitousness afflictiveness of the case of the people state of the honest and injured part in that
respect was brought to view – but its almost hopelessness:
not off from all prospect oppressed confederated by the combined
interest of the man of finance finance ministers the man of law, and
the dishonest among the rich of all ranks classes and denominations,
oppressed by the most powerful bodies, themselves essentially incapable of forming
a body, the dishonest honest among themselves finding themselves experiencing a
constant and necessary opposition force opposed by the dishonest in equal number, in their
case seemed scarce to present scarce any the smallest chink
through which any prospect of redress could be speed by
steps:
