Sinecures
In the 22d Report of the Finance Committee of 1797-8
p.29, stands "A honorary Account of the mode of conducting
"business in the Department of the Auditor of the Receipt of
"his Majesty's Exchequer."
To This Statement is annexed the signature of "Robert Jenning
First Clerk to the Auditor of the Exchequer.
It is the duty Speaking in the first place of the Auditor
himself, "It is the duty" (says this statement) of the Auditor
of the Exchequer to keep a Daily Account of all the Money
received into and issued out of the Exchequer under the various
heads of Duties; to make up, at the end of every
Week, an Account of the Receipts, Issues and Remains of
every Duty, and to transmit a Copy of it to the Treasury;
and at the end of the every Half Year to send a Declaration
containing the Amount of all the Receipts and Issues, during
that Period, with the Remains."
After this Account of so much of the business as is done
by the Auditor himself, the Statement proceeds to speak of such
parts as are done performed by other persons, viz. a Clerk
constantly attending in the Tally Court, and the Chief Clerk.
In the same Report in the article of the Appendix marked
D.1 pp. 50, 51, 52, 53, is a Statement signed "James Fisher"
(his place is that of Clerk of the Debentures) entitled An Account of the Establishment
of the Office of the Auditor of his Majestys Exchequer, and
the services executed thereby .... &c and under the head
intituled Duty of the several Officers, speaking of the Auditor
stand these words ... "executes the his Office himself, and not
"by Deputy, by signing all Exchequer Bills, Orders, Debentures,
"Imprest Rolls &c. &c."
