Relaxation of discipline
§. 14. – 10. Sinecures relax official discipline.
Another mischief is the relaxation – the universal
relaxation of discipline – of official discipline – produced
which on the part of subordinates in general
this notorious compleat and notorious dereliction of all
duty on the part of superiors in office has so
