Parly Reform

Means of coming at the true value of each Sinecure.

What I believe will be out of dispute is – that
to any such purpose as the present one now in question the neither the documents
made public by the Committee of 1797-8 nor
those made public by the Committee of 1807-8 nor both
together would be found sufficient.

To both Committees, assuredly to the first, the neat amounts
were in many instances understated under-rated by the or on behalf
of the respective sinecurists.

In some instances no statement at all has been
made.

By In the statement given by the Committee of 1807-8
the neat amount is not given in many if probably not in most
instances, nor in the instances in which the amount given
is neat, is there any mark do to given whereby that instance
can be distinguished from the others in which it is not
neat.

But for the purpose the practical purpose of compensation, of abolition
viz. by abolition abolishing of the Sinecure and giving in the room
of it such a pension as shall be of equal value, the
thing the one thing needful to be ascertained is the
neat amount: where it is variable the neat amount in each of a certain number
of successive years, viz. for the purpose striking an average.
