Parly Reform Sinecures

Take them (I hear somebody say) according to the amounts they have respectively
given in: those accounts have been false –
below the truth: the loss will be a just punishment for
the falshood, just because it will be in the power of the party
to avoid it and nothing but dishonesty no design but a dishonest one can have inclined him to
run the risk of it to incurr it.

That in a certain point of view it would carry an
appearance at least of justice is not to be disputed seems indisputable:
the punishment would not only arise out of the offence
but be rise in proportion to the offence.

But whether the usual rate of punishment for do
transgression of the like nature be considered, or the de
in this case in particular the demand and use of punishment for with reference to the only useful employment of punishment
as such viz. prevention of the like transgression in future, a punishment
thus so severe as this may in some cases prove
not to say in most cases, will it is supposed hardly
appear to be called for.

Another objection is that already two or three years will have
elapsed since that in which the several sinecurists in question
have been returned. But in every instance in which
the amount is variable, the Sinecurist will have a claim
and such an one as seems to be beyond dispute stand out of the reach to
have the standard taken from the latest years. Three

was struck by the Committee of 1797-8: and in the
case in question, if there be the number assumed employed be
the same as then, suppose falshood as above the year of falshood will of any
be stand excluded.
