Sinecures

On the head of Sinecures, in principle one recommendation says the
Committee of 1807 are the same with those of the Committee
of 1797.

If this statement had been rigidly correct, the state so much
the better or at least so much the less bad for the people of the information afforded on this head by the Committee
of more recent date would have stood upon a footing
less objectionable exceptionable than that on which it has been seen to
stand.

In regard to the matter of fact in question, quantity of public money thus wasted
upon each Sinecurist placeman, the statement furnished by the Committee of 1797 furnish
is in each instance a clear and intelligible one statement in each instance:⊞ ⊞ and in and relative to this
head the practice being
uniform and expressible
in general terms by one
simple rule, may with
indispensable propriety be
said to be the result
of principle. On
the same subject the statement furnished by the Committee
of 1807 is as high above bar one not so clear or intelligible in any an instance:⊞ ⊞ ☞ incompleatness of the list so that as the
contrary in this which I so much far as concerns matter of fact
is the main head to of the whole enquiry parliament and those at whose expence
this waste is made by this second Committee which set about the work with the advantage of having the ground made by the former one to build upon are either kept or thrown back into
and at any rate left altogether in the dark.

In regard to matter of opinion and recommendation
there indeed in point of principle the agreement it is that the coincidence between the two Committees
is unfortunately but too correctly true. By the

advisers whether unprincipled depredation shall or shall
not continue to insult the people in this shape is
treated and left as a matter of indifference: and with in the
same high state of the same indifference is it left by this later body
of national advisers after the ten years which they had
had to reflect for reflection on its former mass of documents, and the
powers by which for whatsoever purpose may have been the purpose actually in view in the
giving of them, they might have thrown employed in giving throwing light as well
as giving extent to the information collected in this head
by their predecessors, but
by which of which of the
exercise of which, as hath
been seen the result is
fresh darkness thrown
upon the of this vast deep those bitter waters.
