Sinecures
Column 3 has for its title, "Total amount Gross Amount
"of Salaries and Fees".
Of this title after what has been will be said of it
in another place, much will not be remain to be said
here.
Its contents, any one would naturally expect, should
be strictly determined by those of Column 2: but an expectation
to this effect would not always find itself verified.
1. The placing to an indeterminate extent neat amounts
in a column which by its title professes
to give none but gross amounts is a principle of
confusion, of which the column here in question, viz.
the Column of sums/terms feels the effect in those three Nos
as it did in so many preceding Nos.
2. Under In this Column which professes to give nothing
no other article of receipt and expenditure but what are have been made in the
shape of salaries or fees, are included articles which
could not have consisted either in composed either of salaries or in fees.
Expence of expence for instance of building Law Courts £25,000 in pay for example which in Article 8 is stated as the
£ amount of the money expended in one year on the
building of Law Courts.
3. Among these "annual amounts" which comes an
article of receipt the amount of which as stated in a
line with it in Column, it took the receiver was not received in less than 3 years
to receive: and another in which was not received
in less than 3 1/2 years.
