5. 4. & 6. Persons interested in the offices in question,
interested viz. either in as the character of pe incumbents or
patrons, and to wit that either in possession or in expectancy.

How necessary material it is that these several relations should
in every instance be visible, and that they should be
visible together, need scarcely be explained.

In the case of a reversion in the case of an Office
which relation being had to the situation of the reversioner is not
the interest of the reversioner and his interest being the
subject of reference and consideration is not in possession, the knowledge
indicative of the person in possession is a necessary
one to the obtaining in every regular and sure instance information
of the profit.

And be the in the case of incumbents a person one
in possession or in an expectant or expectancy or one in the condition
of one expectant the actual occupants or expectants
are considered, the patron is the person in whom in the case of who in relation
to that same office in case of abuse is to be looked
to with a view to responsibility, and in whom at
any rate, every proposition of reform can not may be assured
of finding a naturally determined enemy adversary.

In relation to this head, out of articles in
no more than 4 is any information afforded by the
Committee of 1807-8: and when where it is afforded or rather rendered made
discoverable, it is afforded not directly and professedly in
that view, but indirectly and as it were by accident,
and to be collected by inference viz. under the head of Period of Commencement: nor in those
cases by any application that appears to have made by
the Committee of their own minds to the subject, but only
y their correspondent
