Sinecures

Two only out of the three kingdoms, viz. England and
Scotland, fall lay under the censorship of the Committee
of 1797-8: the third, Ireland, was added by the Union in 1800 to the
dominion subjected to the authority of the Committee of 1807-8.

For the irregularity of If So far and as concerned England
and Scotland alone were are concerned the posterior Committee
of posterior date found a basis foundation laid for their work labours edifice
by the skill talent and industry of their predecessors. In
this foundation so far as it extended they found for
the irregularity and desultoriness for the imperfection
in a word in all these points so many points as have been seen, of not a justification
in excuse: and the means to perfection was the
the work of those that former set of labourers in the same vingard,
the better, the more plausible at least that excuse.

But in the case of Ireland or Irish ground they found nothing
at all . In Ireland they had found
no predecessor precursor of any kind: no preceding hand nobody to preparev the way before them. Yet in Ireland the
official establishment
whatsoever work has been
done by them has been done in the same manner
as that which is done by them in relation to the
other two kingdoms.

Here then is an utter neglect of the assistance
that might so easily have been derived from the skill
and industry of the Committee of 1797-8: a compleat
neglect, and that neglect without excuse. I mean
provided always that there be any point in every eye to which the plan of pursued in 1807-8
presents itself as being in any respect inferior to that of
1797-8.
