The person by whom the money has in each instance
been received has been spoken of as the person of all
persons to whom in all cases any expression of will calling for an
account of it ought to be addressed.

This person it can To this chosen precedent
it may be said has not in the case of the authority in question but its sanction.

In the Reports made by the Finance Committee
of 1797-8 the instances in which the offi in the call
made for an account of the emoluments of an office, the
officer himself by whom the office was possessed whom the call found in possession of the office was
the person addressed, are (it may be observed, and
that with truth) comparatively few. Though in with general
few or no exceptions and perhaps without any exc exception some individual
is presented as in the character of one who by
his signature has rendered himself responsible in sort sort
for the truth of the facts contained in the papers to which
it stands annexed, yet in general a large a cluster so it is that for a large in every an indefinitely numerous assemblage cluster
of offices one such attestation is has there been made to serve.

In answer to this objection observation, what I admitt is – As to this matter, my answer is – that for anything
I know to the contrary, by that Committee the best
course may have been was taken that usage of parliament and the nature of the
case admitted of and that could have been taken
without a departure deviation from the time of parliamentary usage usage of parliament,
and that the instances are not wanting in which by
the privilege of Parliament, as it stands at present, a bar an
and that an inseparable one would have been opposed to that plain
and otherwise preferable course, of which presently is a matter of fact of which
I am fully sensible: but
