In the example proof thus given of the superiority of
favour over justice – in the example of disobedience
thus versed coupled with impunity in the transactions of history of the Finance
Committee of 1797-8
that time may be seen a the efficient cause, and that a perfectly
adequate one of the enormous extent to which
the same abuse may here be seen to have swollen
under the eyes of the Finance Committee of the present day.

Now suppose a third Committee pursuing in this the respect in question the
same course as we have seen pursued by this second –
in what light will the orders of such third Finance
Committee be regarded? They will to every man without exception to whom the are addressed be matters of measure
not mockery, to every one man be whom they are without
exception: whereas at present the numbers of mockers
are no to be counted reckoned by dozens only not by scores.
