not I indeed: all I mean is – and surely this is
enough – is that its being true or false is matter
of accident – that it depends upon circumstances: and
that in no instance is there any adequate security
for its being true – meaning always by true, not only
correct as far as it goes correct, but compleat likewise.

emolument is already public: or what comes is the same
by means of documents easily accessible liable to be made at any
time to become public, may naturally be expected so to
