Sinecures

On looking over the field of official emolument receipt we shall
find the source of payment to displaying itself under
those modifications: salary alone, fees alone, and
the compound made composed of salary and fees together.

So far as salary is concerned, the difference to in point of convenience of review, the
difference if any is observable between the paying
receiving and the paying hand: but so far as fees
are concerned recourse to the paying hands is in every
instance comparatively incommodious, and in many
cases, at least with under any prospect of
compleat information, hopeless impenetrable.

Thus stands the matter in the case which happily is still
the more common case, viz. that in which the
person by whom the pay allowed for service is received
is the person by whom the service is performed.

But the case which contributed it should seem in the greatest proportion to the producing which gave rise by which had the greatest share in giving to the investigation
here in question is the case in which by
the receiving hand viz. the ultimately receiving hand
i.e. that of the Sinecurist no service at all is rendered.
The business service if any at all be performed finds some other
hand to render it. This other hand is the hand of
a Deputy: and by this Deputy in whatsoever shape of the those shapes the
emolument into his hand, it is in the shape
equivalent to that of salary that out of his hand it goes into the hand
of his principal, the Sinecurist.
