If as in the course uniformly taken by the Committee
of 1797--8, the average had of the three years had been
taken the annual amount would instead of the £36,474
have turned out to be £12,158.

But if the so far as it is here exhibited, the information
here afforded on this subject be to be depended upon, were thus
But in a document published in the same
Report
the view given of the mass of emolument attached
to this office would have been an exaggerated one.

For in a document paper which is among the
documents exhibited by this same Committee, the three
masses of emolument profit stated as having respectively account in the waste of the
then three preceding years are Year 1805, £25,131:
Year 1806, £7,130:6:6: Year 1807 £4,212.
Small as is the number of the articles in this series, yet
as in the course of throughout it the decrease isnot only great
but regular, the consequence is that so far as a judgement
can be grounded on a statement which though extraordinary
upon the fact of it remains and unexplained £4,212
is the sum which would have been still more proper
than even the £12,158.

That while the money has been on the encrease,
the profits derived in this way from the supply of it
should have been thus rapidly on the decrease, is a
sort of mystery by to towards which the eye of scrutiny would naturally
have bee attracted. To clear up this paradox is among
the services which which it long was in the power of this Committee
and of no other authority to perform: instead might have been rendered by this Committee,
and could not have been, nor can be, rendered by
anybody else: to the performance of it, they have preferred
giving a statement which at any rate upon the face of it is an exaggerated and unfair one.
