II. To a man in whose instance no concealment of
the amount of the emolument attached to his office has
had place it may probably enough not be altogether
agreable to perceive himself stuck up in this Report
or in any Report in the character of a Defaulter: of
a defaulter, I say: for the sort of default of which
money is the subject is not the only one: there are defaults
in respect of services due, as well as in respect of money
due: and among the services which every man is understood
to owe to his Country, to be performed when and as often
as by lawful authority he is called upon to render them,
as that which consists in the statement of such whatever sums of
public money he either has received or by preestablished
arrangement he is about to receive.
An imputation of this sort is that which every Reversioner
whose reversion has a lace in any one of those tables, and the if in
his in whose instance instead of the sum expressive
of the annual emolument attached to the Office, a blank
or line or other mark primâ facie evidence of continuancy is visible.
To the question what is the annual amount of the office
of which you have the expectancy, no precise answer
could, unless by accident be by the person to whom as
yet it is but matter of expectancy be returned. What
is certain therefore is that to any such person no such
question ought to have been addressed: what is probable
therefore, is that to no such person was any such
question addressed. Then why in a line with the
name of any such person place up either in the
form of indirect statement, or in the form of an abridged.
When, an intimation that to by that person, a question to such effect
after having been put
to him, no answer
was returned?
