Mode of Authentication

When statements by a Committee of either House of Parliament,
statements collected from official persons, are given in presented respecting matters of fact,
a security which seems by no means superfluous, and which
assuredly is not so far from being unusual that the omission of it may more with
greater probability
probably be stated as almost unprecedented is the annexation of the
signature of the official person in the credit of whose certificate assurance
the statement is made.

In the Reports made By the Committee of 1797-8 this security was accordingly
afforded: afforded regularly, and without any exception
that occurrs to any remembrance.

Be so By the Committee of 1807-1800 1807-8 this security
has not been afforded.

In their Appendix No 81 pp. 299 to 305 inclusive
may be seen has for its title "List of Offices from which Returns
"have been required". In this list, on a careful enumeration
I find that distinct articles in number 432: whereof under
the head title of England, 263, title Scotland 25, title Ireland, 144:
and in no one of all these instances is any such mark
of authentication to be found.

By way of answer to In reply to this observation,at the head of in the first of
the three Columns in which the matter placed under this head title
is distributed, an intimation stands (it may be said) an intimation
expressed in these words, vic. "Number endorsed on each
"Paper as returned to the Committee": and in each such
paper (it may perhaps be added if so the fact be, would
on inspection be seen found an authentication of the nature here
in question, viz. the signature of the person to by whom
the paper in question was so returned.
